The College of Agriculture, Science and Education is Jamaica’s premier multidisciplinary institution for the training of professionals in agriculture, agricultural education and related sciences. The new strategic direction of the College seeks to support the national vision for agricultural education. The College must become more entrepreneurial and demonstrate the ability carry out research and development activities that provide cutting edge solutions for the sector, while moving the institution towards self-sufficiency and world class standards in the delivery of its educational products.
Job Purpose :
The Vice President of Administration and Operations is responsible for operationalising the strategic plan of the College, ensuring prudent fiscal management, and for providing leadership that enhances the brand of the College and builds strong and productive administrative systems through highly motivated, innovative and productive staff.
Job Summary :
The Vice President of Administration and Operations is one of two senior administrators reporting directly to the President of the College. The Vice President provides management and leadership for the administrative and operational functions of the College. The incumbent oversees the planning, direction, and administration of the College’s support services which include facilities planning and development, physical plant management, student services management, and human resource management functions.
Key Responsibilities :
** Provide leadership and direction to the departments which directly report to this position
** Participate with the President and other administrators in institutional planning, policy development, and problem resolution
** Provide direction in the management of the College’s physical plant and facilities planning. Ensures that all operating goals, objectives, plans, and programs are consistent with the College’s overall mission and strategic plan.
** Oversee preparation of business plans for all applicable departments resulting in the production of the College’s budget.
** Establish and maintain an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; oversees recruitment and training of staff
** Oversee and assist in the on-going development and evaluation of staff
** Oversee the planning, direction, and administration of the College’s support services which include facilities planning and development, physical plant management, human resource functions, and safety and security procedures and measures
** Recommends new or revised systems, methods, programs and procedures to improve efficiency and effectiveness of College services
** Review and analyze major contractual obligations of the institution to ensure consistency with overall financial goals, objectives, and plans, and compliance with relevant policies, procedures, and standards
** Oversee income generating activities and prepare monthly report for the president
** Establish Project Management systems and monitor effectiveness
** Identify investment opportunities and make recommendations to the president detailing benefits to be obtained.
Required Knowledge, Skills & Abilities :
** Strategic thinker with sound technical skills, analytic ability, good judgment and strong operational focus
** Well organized self-directed individual with the ability to build effective work teams
** Excellent communication (written and oral), presentation, and listening skills for multiple and diverse audiences.
** Ability to build stakeholder value and build the profile of the College
** Ability to plan, monitor and evaluate progress towards goals
** Skill in business plan writing, business development, operations management, strategic planning and project management
** Knowledge of investment strategies and techniques
** Possess excellent leadership and motivational skills
** Ability to review and assess the operational and financial viability of new and existing contractual arrangements and grant proposals
** Knowledge of Education Regulation, Staff Orders and circulars that affect Academic and Non-Academic Staff at the College
** Knowledge of GOJ Procurement Guidelines
** High level of proficiency in Microsoft Office suite of products
Qualification & Experience :
** Master’s Degree in Business Administration or Economics
** A minimum of ten (10) years relevant experience in a similar position
** Experience in managing multiple development projects is an asset
** Specialized training in project management.
Remuneration Package :
** Salary : $2,469,614.00 – $2,935,594.00 per annum
** Travelling : $975,720.00 per annum.
